Sell your rental in Roseville
Roseville sits in Placer County, so the transfer tax, the tax bill and the recorder are different from a Sacramento sale. Justin spent six years in Midtown property management before he started selling homes in 2010; he reads your lease and prices the house with the tenant in place and vacant, so you can see which buyer pays more.

What a Roseville rental earns against what it's worth
Start with the ratio buyers use. Zillow puts the typical Roseville home at $643,854 (September 2026), up 0.8% in a year and 5.6% in five, and the typical asking rent at $2,521 a month, up 1.3%. Twelve months of that rent is about 4.7% of the value. In the City of Sacramento the same ratio is 5.21%.
That gap is the whole story for a Roseville seller. An investor buying your house with the tenant in it values it mostly on the rent, so a lower rent-to-price ratio means a lower investor price relative to the house. A buyer who plans to live in it values the house, the street and the condition, and doesn't care what it rents for. In Roseville those two prices tend to sit further apart than they do in Sacramento.
Zillow's rent index includes apartments, so read it as a signal for the market, not as your house's rent. Your lease and your ledger are what an investor will ask for.
Start with the lease
The lease end date, notice terms, deposit and any rent-cap exemption notice decide your options: sell with the tenant, wait for the lease to end, or agree a move-out.

Placer County rules that change a Roseville rental sale
Most of this site is written for Sacramento County. Roseville isn't in it, and four things change.
Placer County documentary transfer tax
The Placer County Clerk-Recorder charges 55 cents for each $500 of the sale price when the deed records, unless a state exemption applies. On Roseville's typical value that's 1,288 units of $500, or $708.40. WFG National Title's California rate table lists no city transfer tax for Placer County cities, and we found none published by the City of Roseville, so there's no second tax like the one charged inside Sacramento city limits. The same table lists the county tax as customarily paid by the seller in Placer County, but custom isn't law: who pays is whatever your purchase contract says.
Recording a Roseville deed in Auburn or Rocklin
Placer County records deeds at 2954 Richardson Drive in Auburn and at 3715 Atherton Road in Rocklin, 8 a.m. to 4 p.m. on weekdays. Your title company handles this, but it's worth knowing that the county's mailing address for recording is the Rocklin office, and that the recording fee is $14 for the first page and $3 for each page after.
Placer County property tax and the Roseville tax bill
Your bill comes from Placer County, not Sacramento. The City of Roseville notes that special taxes collected on that bill are due with it on December 10 and April 10 and carry the same penalties as the regular tax. At closing, escrow prorates the year's tax between you and the buyer by the day.
Roseville water and sewer accounts stay in the owner's name
The City of Roseville supplies electric, water, sewer and refuse service inside city limits, and its billing FAQ says owners must have water and sewer in their name under the municipal code. If your tenant pays you back for those, the sale is the moment to close your account: the city asks for between two business days and 30 days' notice to stop service.
Mello-Roos, flood maps and the disclosures on a Roseville rental
Roseville has grown fast. In Census figures, 43.6% of its housing units were built in 2000 or later, and the median home was built in 1997 (American Community Survey, 2019 to 2023). Newer subdivisions in California are often financed partly with community facilities districts, better known as Mello-Roos districts, whose special tax shows up on the property tax bill.
How to check a Roseville parcel for a special tax
The City of Roseville's finance department lists its special tax and assessment districts, with boundary maps, formation resolutions and the rate method for each. It suggests finding the parcel number in the city's property information tool, then reading the Placer County tax bill for that parcel. Willdan Financial Services administers the districts for the city and supplies disclosure reports. Don't assume your house is in or out: look at your own bill.
The Mello-Roos notice a Roseville seller owes the buyer
Under California Civil Code 1102.6b, if the property is subject to a continuing lien for a Mello-Roos special tax, the seller must make a good-faith effort to get a disclosure notice from each levying agency and deliver it to the buyer. A special tax is a lien on the land, so it passes to the buyer with the house. Investors read it straight into their numbers, because it comes out of the rent like any other tax.
Roseville flood zones and the natural hazard disclosure
Every seller gives the buyer a natural hazard disclosure that says whether the property sits in a FEMA flood zone, a dam inundation area, a fire hazard severity zone, an earthquake fault zone or a seismic hazard zone (Civil Code 1103.2). The City of Roseville says less than 7% of the city lies in a floodplain, mostly open space, and that the older areas at risk are mainly along Dry, Linda and Cirby Creeks. It also says Roseville was the first community in the country to earn FEMA's Class 1 rating, which allows flood insurance discounts of up to 45%. Order the hazard report early, so a creek-side house doesn't surprise a buyer late in escrow.
Roseville rental rules a landlord should check before selling
Inside Sacramento city limits, landlords deal with a city rental inspection program and the Tenant Protection Program. We looked on the City of Roseville's site and found no rental registration or rental inspection program, and no local rent cap. That leaves state law in charge.
AB 1482 still applies to a Roseville rental house
California's rent cap and just-cause rules reach Roseville the same as anywhere. A single-family house can be exempt only if the owner isn't a REIT, a corporation or an LLC with a corporate member, and the tenant got the written exemption notice. Whether yours is exempt decides whether a sale vacant is even possible on your timeline: read how AB 1482 treats a rental house before you plan around a move-out.
A Roseville business license for rental income
The City of Roseville's licensing page says a license is required for any business activity in the city, with fees of $15 to $250 a year, but it doesn't say whether a single rental house counts. Ask the city's Finance Department before closing so any open account is closed cleanly.
Short-term rentals in Roseville
If you ever rented the house by the night, the city's short-term rental page says a house that isn't the permit holder's primary dwelling can't be used as one. That matters if a buyer hopes to run your house as a vacation rental: it isn't an option there.

Who buys a Roseville rental, and which sale nets more
There are three buyers for a Roseville rental. Each pays on a different basis.
A Roseville owner-occupant buying the house vacant
Census figures show 68.8% of Roseville homes are owner-occupied (2020 to 2024), and three out of four housing units are single-family detached houses. That's a deep pool of buyers who want a house to live in. To reach them the house has to be empty, so the lease and AB 1482 decide whether this route is open and when. The notice rules when you sell a California rental set the timing.
An investor buying the Roseville rental with the tenant in place
An investor keeps your tenant and your rent and prices the house on what it earns. At a 4.7% gross ratio, the investor price is the one most likely to come in below the vacant price. It still fits when the lease has months to run, the tenant pays market rent, or the house needs work an owner-occupant won't take on. Selling with the tenant in place covers showings and the deposit.
A cash buyer making a quick Roseville offer
Firms that advertise "we buy houses in Roseville" buy as-is and close fast, and they price the repairs, holding costs and resale margin into the offer. Put any offer next to a net sheet for a listing, which is what cash offer vs listing walks through.
A worked Roseville rental sale, county costs only
This example uses Zillow's typical value as the price and only the costs this page explains. Commission is negotiable and set in your listing agreement, so it's left out; escrow, title and prorations vary by deal.
| Roseville sale line | Amount | Basis |
|---|---|---|
| Sale price | $643,854 | Zillow typical Roseville value, September 2026 |
| Placer County transfer tax | $708.40 | $0.55 per $500, 1,288 units |
| City transfer tax | $0 | None found for Roseville |
| Same price inside Sacramento city limits | about $1,771 more | City of Sacramento tax of $2.75 per $1,000, before any split |
| Form 593 withholding, if no exemption | about $21,462 held back | 3⅓% of the price, credited on your state return |
The withholding isn't a cost, but it is cash you won't see at closing unless an exemption applies. The full list of selling costs for a rental covers escrow, title and Form 593 exemptions, and the capital gains tax on a California rental is worth a CPA's look before you sign anything. This isn't tax advice.
What Justin does first with a Roseville rental
Justin works across the Sacramento region, Placer County included. He starts with three things: the lease end date and the tenant's history, whether the house is exempt from AB 1482 with the notice to prove it, and the Placer County tax bill, so any special tax is known before a buyer finds it.
Pricing the Roseville rental vacant and occupied
He prices the house both ways from recent Roseville sales and shows you the gap in dollars, along with what a move-out agreement would have to cost to be worth it. Selling a rental in Roseville: questions owners ask
Are companies that buy your house for cash in Roseville legitimate?
Many are real businesses, but the label tells you nothing on its own. Ask for proof of funds, insist on a licensed title or escrow company of your choosing, read who can assign the contract to someone else, and never pay a fee up front. A real buyer won't object. Then compare the offer with what a listing would net, after the Placer County transfer tax and your other costs.
How much will a cash buyer pay for a Roseville house?
There's no set percentage. A cash buyer works back from what they think the house will resell for, then subtracts repairs, holding costs, their selling costs and the profit they want. The more work the house needs, the bigger that gap. With a tenant in place, many cash buyers price on the rent instead, and Roseville's rent is low against its values.
Is it worth selling a Roseville rental to an investor?
It can be, when the lease has a long time left, the tenant pays close to market and you'd rather not wait for the tenancy to end. Otherwise compare carefully: Roseville's typical rent is about 4.7% a year of its typical value, so an investor's rent-based price often lands below what an owner-occupant pays for the same house vacant.
What is the hardest month to sell a house in Roseville?
No official source ranks months for Roseville. Across the Sacramento metro, listings took a median 45 days to go pending in September 2026 and 30% had a price cut, so a slow season shows up as time and price, not as no buyers. For a rental, the lease end date and AB 1482 usually decide your timing more than the calendar does.
Does Roseville have a city transfer tax?
We found none. The Placer County Clerk-Recorder charges its documentary transfer tax of 55 cents per $500 of the price when the deed records, which is about $708 on Roseville's typical value, and WFG National Title's California rate table lists no Placer County city tax. Who pays it is set in your purchase contract; by custom it's usually the seller.
Do I have to tell a buyer about Mello-Roos when I sell in Roseville?
Yes, if the house is subject to a Mello-Roos special tax lien. Civil Code 1102.6b requires the seller to make a good-faith effort to obtain a notice from each agency that levies the tax and give it to the buyer. Check your Placer County tax bill and the City of Roseville's special tax district list to see whether any apply to your parcel.
Can I sell my Roseville rental with the tenant still living there?
Yes. The sale doesn't end the lease, so the buyer becomes the landlord on the same terms and usually takes over the deposit. You can show the house with proper written notice. Most buyers of an occupied Roseville house are investors pricing it on the rent, so compare their offers with the vacant price before you commit.
