The Folsom rental price gap: investor versus owner-occupant

Zillow's typical Folsom value was $754,898 in September 2026, flat over the year and up 2.5% over five. Typical asking rent was $2,667 a month and rose 4.5% in a year, faster than values. Even so, twelve months of rent is just 4.24% of the value, against 5.21% in the City of Sacramento and 5.16% in Elk Grove.

A low ratio means a wide gap between the two kinds of buyer. An investor works from the income and the costs, and at 4.24% gross, before tax, insurance, repairs and vacancy, there isn't much left to pay a high price with. A buyer who plans to live in the house pays what comparable Folsom houses sell for. That's why the most useful question for a Folsom owner isn't "should I sell" but "when can the house be empty".

Rising rents help if you keep the house, but under AB 1482 a covered tenant's rent can't rise more than 5% plus inflation, capped at 10%, in a year, so a below-market lease can't be caught up quickly before a sale. Zillow's rent figure includes apartments; your own lease is what a buyer will read.

  1. Start with the lease

The lease end date, notice terms, deposit and any rent-cap exemption notice decide your options: sell with the tenant, wait for the lease to end, or agree a move-out.

“Leases, single-family homes, duplexes, condos, etc. Justin is an excellent agent. He listens to his clients needs.”Investor client for about 13 years, Google review
  2. Price it two ways

What an investor pays for the house with its rent, and what an owner-occupant pays once it is empty, from recent Sacramento sales of both.

“After evaluating the property, Justin stepped me through my options and pricing expectations.”Sold a rental condo, Google review
  3. Work with the tenant, not around them

Written notice of the sale, showings on proper notice, and a plan the tenant hears from you before the sign goes up.

“He dealt with the difficult situation of selling a house that was occupied by tenants. … He respected our tenants and professionally dealt with all involved.”AnneMarie J. on Zillow, 2020
  4. Close with the paperwork in order

The lease, the rent ledger and the security deposit transfer to the buyer at closing, with the notice to the tenant California law requires.

“He kept us frequently updated, moved to a quick close, and promptly responded to questions.”AnneMarie J. on Zillow, sold a tenant-occupied home, 2020

City of Folsom rules for a landlord who sells

Folsom has two rules that most Sacramento-area cities don't put in writing, and both touch the sale.

Folsom utilities are billed to the owner, not the tenant

The City of Folsom's utility billing page says water, sewer and solid waste on a rental are the property owner's responsibility and are billed to the owner; the city won't open an account in a tenant's name. An owner can file an authorization so the bill goes in care of the tenant or a manager, but the account stays yours. When you sell, the city says the new owner is responsible from close of escrow regardless of move-in date, and if you rent the house back after closing, who pays utilities has to be negotiated between you and the buyer.

A Folsom business license certificate for landlords

The same page says every landlord operating in Folsom must hold a current City of Folsom business license certificate. The finance department's licensing page adds that certificates expire June 30, renewals are due by July 31, and a certificate can't be transferred: on a change of ownership the old one is closed and the new owner applies. So close yours when you sell, and expect an investor buyer to open their own. HdL runs the program for the city at (916) 458-4753.

Folsom vacation rental limits

Some buyers ask about nightly rentals. Folsom treats a furnished stay under 30 days as a vacation rental: it needs a business license certificate, can't be in an accessory dwelling unit, allows no more than three paying guests and owes transient occupancy tax quarterly. The city says new rules were under consideration in its zoning code update, so check before anyone counts on that income.

Sacramento County transfer tax and recording for a Folsom rental

Folsom sits in Sacramento County, so the county recorder and tax collector handle the sale's public side. None of the City of Sacramento's add-ons apply here.

County transfer tax on a Folsom deed

The county rate is $0.55 per $500 of value, or fraction of $500, after subtracting any loan the buyer takes over. A $754,898 sale is 1,510 units, so $830.50. The county's FAQ names the City of Sacramento as its only city with a transfer tax of its own, so there's nothing to add in Folsom. Had the same price closed in Sacramento city limits, the city's $2.75 per $1,000 would have added about $2,076.

Folsom property tax installments and supplemental bills

The secured bill is due December 10 and April 10. Escrow splits the current year by the day. After you sell, the buyer may get supplemental bills as the county reassesses, which is one reason investors bid conservatively on high-value houses: their tax will be set at their price, not yours.

Folsom's rental housing stock, old core and new tracts

Folsom's houses come in layers. In the 2019 to 2023 American Community Survey the median home was built in 1996, 28.7% of units date from the 1990s and 18.2% from the 1980s, while 13.4% are older than 1980. Single-family detached houses are 71.7% of the stock, and 69.7% of homes are owner-occupied (2020 to 2024). The Census rental vacancy rate was 3.4%.

Folsom Plan Area tracts south of Highway 50

The newest layer is south of US 50. The state's CEQA database lists the Folsom South of U.S. Highway 50 Specific Plan, with the City of Folsom as lead agency, as a mixed-use development on 3,502 acres with up to 10,045 housing units in its 2008 filing. New tracts like these are where Mello-Roos districts are most common in California, and where 2020s construction is too recent for much of it to show in the five-year Census figures above.

Checking a Folsom tax bill for Mello-Roos

Don't guess from the address. Sacramento County lists any Mello-Roos special tax or 1915 Act assessment under direct levies on the bill, which e-PropTax shows by 14-digit parcel number, and option 2 on the county's line at (916) 874-6622 gives each district's contact. If the parcel is subject to a continuing special tax lien, Civil Code 1102.6b requires you to make a good-faith effort to get each agency's notice and pass it to the buyer.

Folsom natural hazard disclosure

Every sale also carries the natural hazard disclosure under Civil Code 1103.2, which reports FEMA flood zones, dam inundation areas, fire hazard severity zones and earthquake and seismic hazard zones for the specific parcel. Order the report when you list, not when you're in escrow.

Three ways to sell a Folsom rental, and what each costs you

Wait for a lawful vacancy and sell the Folsom house empty

The usual pick for most Folsom rentals, because it opens the sale to owner-occupants. The cost is time and rent: you can't end a covered tenancy just to sell, and each empty month gives up about $2,667 at the typical rent. Read the notice rules when selling a California rental and the AB 1482 exemption for a rental house before you set a date.

Sell the Folsom rental occupied to an investor

Fastest and simplest when the lease runs a long time or the tenant wants to stay, and the rent keeps coming until closing. Expect the price to reflect the 4.24% gross yield. Selling a house with the tenant in place covers showings and the deposit.

Take a cash offer on the Folsom house as-is

Useful when the house needs major work or you need certainty. Price it against a listing net sheet, not against what you'd like to get; weighing a cash offer against a listing shows the line-by-line comparison.

What Justin checks on a Folsom rental before it's listed

Justin reads the lease end date and rent ledger, whether the house is exempt from AB 1482 and the tenant has the notice, the county bill for direct levies, and whether your utility account and city business license certificate are current. Then he prices it with the tenant in place and vacant from recent Folsom sales, and shows the difference in dollars.

Start with a value for your Folsom rental. If you also own elsewhere, see how a Roseville rental sale differs under Placer County, or the higher-yield picture in Elk Grove rental sales. On a house that's risen a lot since you bought it, the tax on selling a California rental deserves a CPA's eye first; this isn't tax advice. Everything else about selling your Sacramento rental is on the home page.

Selling a rental in Folsom: questions owners ask

Does Folsom have a city transfer tax when I sell?

No. The Sacramento County Clerk/Recorder says only the City of Sacramento levies its own transfer tax in the county. A Folsom sale pays the county documentary transfer tax of $0.55 per $500 of value, about $831 on the typical $754,898 house. Who pays it is negotiable in the purchase contract.

Do landlords need a business license in Folsom?

Yes. The City of Folsom's utility billing page says every landlord operating in Folsom must hold a current City of Folsom business license certificate. Certificates expire June 30 each year and can't be transferred, so when you sell, close yours and the buyer applies for their own. HdL handles the program for the city.

Who pays the utilities when I sell a rented house in Folsom?

You do until escrow closes. The City of Folsom bills water, sewer and garbage on a rental to the owner and won't open an account in a tenant's name. From close of escrow the new owner is responsible, whatever their move-in date. If you rent the house back after closing, agree in writing who pays the utilities.

Is it better to sell a Folsom rental vacant or with the tenant?

Usually vacant, if the tenancy can end lawfully on a timeline you can live with. Folsom's typical rent is about 4.24% a year of the typical value, so an investor's income-based price tends to sit well below what an owner-occupant pays. Selling occupied makes sense when the lease is long, the tenant is excellent or the house needs work.

Do I have to disclose Mello-Roos when selling in Folsom?

If the parcel is subject to a continuing Mello-Roos special tax lien, yes. Civil Code 1102.6b requires the seller to make a good-faith effort to obtain a notice from each levying agency and give it to the buyer. Check the direct levies on your Sacramento County tax bill, which e-PropTax shows by parcel number.

How long does it take to sell a house in Folsom?

Across the Sacramento metro, homes took a median 45 days to go pending in September 2026, then escrow typically adds several weeks; Zillow doesn't publish that figure for Folsom alone. For a rental, add the time it takes the tenancy to end lawfully if you're selling vacant, which can be the longest step.
